if there was a fire in old gta games, a fire engine would automaticly come and put it out, if you call them in GTA, they come, but don't put it out. So mush for the realism.

This is a scripted fire from a mission. They can put out regular fires, but this one is supposed to keep burning until after you finish the mission. The mission also coaxes you to move on, so most players wouldn't even think to do this.
