If you are a pve charector you can Buy it using a elite skill tome or capture it from a boss using signet of capture.
If you are a pvp charector both of the pve ways are un availble to you, excpet tome but is otherwise a big waste of time, for you see in pvp you can do pvp matches to earn balthazer points which can be spent on skill from a priest of balthazer

For a PvE char, you have to capture it....It could have changed, but I doubt it.
You can also use tomes...

all i know bout capturing skills is that u buy the skill capture signet and then u go and kill a boss of ur class, and then u use it and choose a skill from a list of skills!! is that correct?

Oooh god. I Loved this since it hit so close to home. A couple of months ago I ran from beacons perch to go cap that skill. Same thing happened - already knew it xD.
