The second Robin, or Red Hood, is named Jason Todd and he was brought in when the first Robin went out and became his own superhero. The second Robin was killed by Joker and brought back to life. Then time passes and we have the Batman Beyond.

However, the guy genuinely didn't know anything and Robin felt that Batman was overly aggressive, especially since this all went down in front of the guy's family. Robin finally shared his repressed sentiment that Batman sometimes takes things too far, which resulted in this punch and Robin quitting. Sorry for the spoilers^^;

This episode is pretty sad if you think about it. Throughout the series, Dick and Bruce begin to drift apart, culminating with this scene. Then, once he becomes Nightwing, the two barely interact anymore and Dick goes to a new city. And Bruce NEVER mentions Dick in Batman Beyond.
