things that a real(i.e. filmed) are done in 24fps to save film and money. and in the digital versions, 24fps because the fewer frames you have, the lower bit-rate you can use. things that are animated(anime, CG) are done in 30 fps because they look jittery otherwise, unless the codec used supports motion compensation(like h.264 does). games are displayed in 60fps to reduce lag.

I think the awkwardness is because it is indeed 30fps, things are generally shot in 24 or 60fps... at least as far as i know.
