That's an old engine. These narrow-chord blades spin at the same speed as the engine. Newer CF6s have wide-chord blades and they don't spin nearly as fast- about 3000-4500 rpm at the most.
The pilot would not start the engine with personnel near the engine intake or exhaust. Even if he/she did, it makes noise starting up that will give someone plenty of time to move out of the way.

u can stand in front of an engine as long as is not passed 25% of the throttle after 25% you are toast
