And fear is a burst of brain activity, just like any other emotion. It's not subjective. The information extracted from torture victim is notoriously inaccurate,and often entirely fabricated. No terrorist attacks have ever been prevented using torture.
And you have to wonder at the ethics of a powerful goverment ( who are also claiming the moral high ground) paying people (using tax money) to hurt other people.
Well if you want to track each individual case for yourself, they've only done 3 waterboardings, and on notorious terrorists. For example they waterboarded KSM and from what I can tell were able to thwart an attack on a building in California because of it.
