There are 2 species of Tigerfish..the smaller of the 2 live in the Zambezi River and a few lakes and dams South of that...then, you get the Goliath Tigerfish, generally found in the Congo and yes...this is a Dinky one, they grow much bigger than that. They eat boat motors for breakfast and use fishing rods for toothpicks....

Firstly, they did find this in Africa, because it's a small to medium sized Goliath Tigerfish (Hydrocynus goliath), which is native to waters around central and southern Africa. Secondly, it looks nothing like a Pirahna, and why do you think there are black Africans holding the fish, instead of South Americans? Tigerfish are from Africa, Pirahnas are from South America.
