It looks like they are trying to cover up something. If they tourchered someone, they cannot use that evidence in court. If they have jury bias then the case is likely to be overturned in appeal. But with the "all hell breaking lose" possibilities, it pressures a guilty verdict. Do it in Montana. That would be most fair.
