@MrSycoTV He's using vocal fry, which is a low register of your voice. He combines it with shouting rather than screaming. Air bubbles pop in his vocal folds, and he adds a tone to this to create the sound of a scream without using his regular vocal register (which would hurt his throat.)

Also look up The Killing Tree. It's a side band Tim had that sounds pretty much like a hardcore Rise Against.
