Rumsfeld knew the cameras were on him. He had to be subtle. Maybe he was just scratching his face, maybe he was not. There have been many incidences where military men on camera give a distress call. A subtle gesture that means whatever is happening they are not a part of or disapprove of. The middle finger is the most common and it is always used subtly in a way that would not trigger concern to anyone except those who knew better.
