Pass legislation to require a permit for the generator, and renew it every year, then add a one time processing fee on top of that, and don't forget the one time application fee, and finally, an annual safety inspection fee. The GOV could require that all manufacturers provide the name and personal info of everyone purchasing a generator, and establish a fine/penalty for getting caught with an unregistered generator. The GOV can bend you over.
Decentralized production is a good idea, I support it, but it's only feasible up to a certain point. Fact is that wind/sun is intermittent and there are places that are better than others. that's how's done in EU and everywhere else. If I had to chose I would rather give R&D money to American schools and businesses then fork over $20bn a month to Saudi sheiks.

How about a small hydrogen generator in everyones back yard for home energy needs and to fuel our cars. But then the corporations couldn't put a meter on it and the government couldn't tax it. So much for that idea.
