It looks to me like a 'little dog' has some issues and does not know how to behave with other dogs. Did you notice that the whole event was actually started by a 'small dog' that in dog language actually was the aggressive one and not the big dogs? Why people always assume that the big dog is the aggressor? In dogs language size doesnt matter behavior does And the owner of the little dog didnt help the situation by strangling poor thing on the leash making him scream in panic.

My dog acts the same way when he meets another dog, big or small.

I have a small dog. Whenever she gets near a bigger dog, she gets aggressive and in protective mode.  My dog usually barks at the bigger dog and that is what this small dog was doing. Billy Ray's dog just went over to see what was going on, but the small dog was still putting on it's big dog growl and fight. It looked like the owner actually pulled up on the leash to get the small dog away from Fluke and actually pulled the small dog up in the air. Fluke's collar came off for some reason.

Billy Ray's dog was on a leash. Not sure how it got loose. Hope the little dog was not hurt but sure it wasnt or the owner would have said something. Billy Ray and Tish are very good dog owners and they love dogs
