It's a 1979 Clash song written by the bassist who lived in Brixton, and it was a poor area with a lot of black immigrants, who were often brutalised by the police. Also a lot of left-wing, anarchist, non-comformist, anti-state etc. people lived there. And then twice in the 1980s there were huge riots in Brixton against state & police brutality and racism.
