He didnt stick his hand out the window intentionally. It was thrown off the steering wheel from the rotational force created by the car flipping. If you see right after that, he pulls it back in and tries to grab the wheel again. In a crash like that drivers are trained to try everything in thier power to make sure thier limbs stay in the car so they dont get chopped off in a rollover.
