this sounds so familiar, but i cant put remember exactly, but i have a hunch it may be a dom n roland track from 98, i bought about 3 or 4 dom n roland releases in 98, i think they all had red and black sleeves but cant remember the label, may be worth checking up on but i'm not 100% sure. Wish i could help more but my vinyl collection is packed away and would take hours/days to sort through
