Huh? In 2000 everyone knew it was going to be very close. He had 50% chance of being right. BUT the election was decided by the Supreme Court. Congress had nothing to do with the outcome. Lining hundreds of troops up a short distance from Atom bomb blasts, then monitoring the effects, experiments on sleep deprivation, psychological programing based on Japanese techniques, administering hallucinogens, and on and on. They scrambled them up pretty well.
