On another note, isn't it possible to not do the second Rival battle over here near the beginning of the game and then do it here so that by technicality in the time it takes you to make a few steps he's level up his Pokemon by over forty levels and collected Pokemon from around the world?

Twister is lousy: basically, its a Dragon-type version of Gust, with a base power of 15/20 (I don't have it memorized yet) but it can also cause flinching. However, if you want to hit a Pokemon using Bounce or Fly, you might as well use Gust or Thunder... Trying to make the target flinch isn't necessarily the best tactic to use, anyway.
