Actually both members of the sex pistols and the clash were at the first Ramones show in london and were influenced so much by the sound that they started the punk scene in London. The Ramones themselves were originally influenced by Iggy and the Stooges and the New York Dolls (and the Beach Boys oddly enough), who have been referred to as the raw sound where punk originated from.
