This looks an awful lot like the episode of "The Twilight Zone" where the museum tour guide keeps the wax figures of serial killers in his basement.

was this film trying to be " house of wax" of the 70s? because this film sucks ass! it was so lame, I bet people went to sleep during the movie back then.

This one was so cheap they couldn't even afford real wax figures. They had actors standing there trying to be still, but you could always see them moving. A good cast wasted on lousy writing.
