Was this Elmo's first appearance? He sounds different and doesn't seem to recognize Eek when he meets him.

Yes it was. Usually when a cartoon first airs, the characters are drawn different and the voice artists are experimenting with voices.  But as the series goes on, the characters gets drawn better and the voice artists get used to their characters.
