No... they are forms of the umbrella called "Funk Styles"...popping is equal as a subset style to waving, and tutting, etc. They are all subsets of "Funk Styles" but...you can pop while you tut or wave, etc.. Elsewhere doesn't pop (the actual hitting on the beat - hitting angles while flexing your muscles) so he is not a popper...but only a waver, strober, etc.
