It's a public park, right? That means those people there do pay for it's maintenance. No fences and locked gates? The quickest and most acceptable way to deny access would be for the government to sell the property off to the highest private buyer and let them handle any trespassers.

It seems to me that if the park were empty it would make the vandal's mischief much easier. No witnesses. And don't forget that an individual is innocent until proven guilty. You shouldn't prohibit activity on the basis that it "might" lead to a crime. If you did, then everything would be illegal.

If an individual is in the park when no one is allowed in the park, that individual is guilty.
Really? We shouldn't prohibit anything? Well, why do we have to license guns? Let's just sell them to anyone. Let's give everyone driver's licenses. Why keep people off of tarmacs? Why put locks on doors? Why should banks use safes?
It would be empty only of the obedient and/or uninterested citizenry, (which admittedly includes almost everyone).

After the second or third police vehicle that drove by, we started to hold a flashlight and made sure it was waving in their direction toward the ground. I'm pretty sure they should have been able to see at least someone in the park in that area.
Humm, you could get an astronomy book from the library. That might make it entertaining.
