Making a spell with instant damage is too costly. Split the damage in 3 seconds and you can have alot more damage with same % chance plus less spell cost. Bear in mind you can't(without specific mods) cast spells instantly. It takes roughly 2 seconds to recast the same spell over. +1 second is for accuracy.

putting weaknes to magic/fire/frost/shock on the spell with hundred% and maximizing range will kill whole cities ...a bit boring after a while

It only needs to be 100. The key thing is your intelligence. Enchanting some mid-level items with any old soul gems to create cast on use fortify intelligence buffs sends it skyrocketing, which means better fortify potions. make a few fortify intelligence potions, let them take effect, then make more. Soon enough your intelligence is so high that any potions you make enable godmode :P
