In such a case, the Representative could give them back--"yield" them. It may be that a limit has been put on total debate on the matter in question, so that when the Representative says "I yield the balance of my time" it would allow members to speak on the matter

Since the Constitution does not give any authority to create a Central Bank, why doesnt someone (Ron Paul or some else) simply sue the Federal Reserve in Federal Court, asking for an a cease and desist order? That suit would eventually work its way up to the U.S. Supreme Court for final decision. We need some legal remedy other than just talking about this problem forever.

What if the constitution said you are not entitled to have children unless you get permission from Washington DC?
