Waffen SS was special force. And it was so big organization full of diffrent divisions. There was execution-divisions and deathcamp-guardian divisions(mainly Hungarian and Russians were in there) SA and SS were begining Nazi partys halfmilitary organization, but it chanced lot, and when war started it was more like special force and many SS waffen joiners were criminals or just mens who wanted honor and die for there country.
