answer 1:either buy a dratini for 2100 credits at the goldenrod casino or go to the dragon lair behind the gym to catch a dratini (the lair is bolcked until you beat clair)

answer 2: you have to beat team rocket at the tower in goldenrod,save the director,get the silver or gold wing,THEN you can go into the gym.

I never saw the point of this "dragon user challenge". Running into a cave, searching around for a random item. Getting annoyed because Whirlpool is needed, getting back to the Pkmn center, getting a Pokémon with Whirlpool, getting back into the cave, using whirlpool, getting the item. Challenge accomplished. Great.
