I thought our cat just loved being scratched until I took her to the vet and she had and infection from flea bites. She did this same thing. Vet said she had an infection from the bites and it was hurting her. When it cleared up she stopped responding like that.

When they lift their tail, it's inviting you to smell their anal glands, which isn't always a mating thing; it's how they greet other cats, too. It's basically another placed they love having scratched like their cheeks and chins, which also have scent glands near them, at least according to the links I read.

my cats don't do that... but one of my sugar gliders does ^_^ (he only does it when he's in his bed though - but he does it in response to what you say, so he answers you when you talk to him)

...and as others have said, that doesn't hurt/bother the cat. if the cat was being bothered it'd be making much meaner nastier noises than that!! I see some claiming cats don't like their backs touched - try to tell that to my cats, they love it and they get more upset when you stop petting them!
