the title is actually correct, it shud be Rufus' Welcoming Ceremony. when the object in the sentence has an apostrophe after for the next part to be for them (like eg. rob's pen) then yes, it is "'s", HOWEVER is if the object or name ends in an "s", like rufus, then it simply becomes an apostrophe, no extra s needed, so simply "rufus' welcoming ceremony"
