the aspca has an equine veterinarian, schooled at cornell; very knowledgeable. she has her hands full with all of these horses with questionable health conditions. "Probable cause" saves a lot of the drivers asses from being reported for cruelty because while the horse may not be in good condition, it does not reach the level of a misdemeanor. A lot gets by.
Inside out, upside down, backward, sprinkled with glitter--you know what I mean--impairing the horse's vision because they were PRESSING against the eyes. The horse might as well have been blindfolded. Now you can check your "incident" report---LOL--because you drivers keep such careful records, don't you. You know what I mean. Shall I post video?

That is disgusting. The drivers should not be allowed to harass in that way. I saw somewhere else some even more disturbing behavior by a city carriage driver. it's probably not even safe to walk in that area at night, and that is too bad. They should not be allowed to get away with that.
