Universal health care is pretty good you know. At least people get to live more and will probably lessen the crime rate by at least a little bit. There may be many reasons as to why people commit crime and partly this could be because of socioeconomic status. If those with lower socioeconomic status have access to health care then they would commit less crime then those who are in upperclass will have less things to deal with and less money to spend in reducing crime rate.
