It is fake. The tower was built by Bryant Varney at Northern Michigan University. The reporter is really Mike Roy, the Vice President of Finance there. The structure originally had a tape surrounding it, so it wouldn't be knocked over. They did this as a spoof when they were done exhibiting the tower. If you watch the full clip on his website you'll see the "reporter" smiling at the end... in what is obviously a bit of bad acting.
