Yea when I did this mission I got to steal his boat and it said ghost missing when I got in.

ive always liked boat missions specially if the boats are armed with machine guns,this one is a tad challengeing if you cant get him while hes on the water(becuse he drops exsplosive barrels in front of you)hell escape on foot on the near by sure .just make sure you kill him before he gets to a car
