People definitely can surpass them in intelligence, but they're most likely using it in alternative ways, and if they tried to do what either of them did, it obviously wouldn't work since real life is not as perfect as an anime. Also, criminals are posted online, usually on the police website they have local criminal's faces and names so that you can watch out for them.
