the europeans "judged" that since the tutsi had narrow noses, they were a foriegn race,. the hutu's were "inferior" africans because of their broader noses. The tutsi then used this hierarchy to impose thier superiority over the hutu's. they ruled and were in power for 3-4 centuries. the hutus were discriminated against during this period of reign. though I dont support the genocide of the tutsi's as an act of vengeance, the shit that they got at the hands of the tutsi's has to be avenged.

it looks like the friction that was found between the Tutsi and the Hutu was fabricated by the germans and later the Belgians. At first the White occupiers had the Tutsi in power but as the Westerners left the country the power was given to the Hutu after many years of oppression. The Hutu took revenge on the Tutsi.

No individual is responsible/should be held accountable: Clinton, Bush, Albright, the UN, etc, etc. They aren't the disease. HUMANITY en masse, it seems, is the disease. The UN is amazingly ineffective. The problem is the realist perspective of the most powerful nations. So many of them believe that all other nations are untrustworthy, and that they have no moral obligation to intervene in the sovereignty of another nation UNLESS it is for their own benefit.
And the blame should really be placed on everyone involved in colonial Belgium and Germany for creating the ethnic rivalry in the first place. But they are gone, so...
