Not too sure, but I think it is simply a piece of cut leather about 10x15 or so in size. One side is smooth and has some grip (good for holding the tuba in place) and the other is kind of shaggy and has no grip, good for polishing. I've seen many other tuba players use one as well.
@jhickmott I know a great tuba player who is now working toward his Dr. and he uses a piece of rubber stuff used in like a kitchen drawer or something. The rolls of little rubber. Just sit it on your leg and it holds the tuba to your leg easier than it sliding and you pulling it up constantly
The 3rd trombone is always in unison with either 2nd or 4th trombone, and since we weren't playing the big chorale we decided to let just the 3 trombones cover the part.

Do you know what Tim uses to hold his tuba? It looks like some sort of material against his leg, but I'm not sure.
I'm looking for something other than shelf liner, which is great, but is messy.

He's most likely using a toolbox liner. It is a thin sheet of rubber that you drape over your leg. Works very well
