As a Graphic Designer I know Illustrator rather well, I was blown away when I saw this doc in it. Besides the Layers never having been merged, the properties of the document verify that it was "made" not scanned. Anyone who doubts the theory can simply download a copy from the gov.com site and then check the properties when compared to an actual scanned copy of a document. My argument here is simple, it was created not scanned.

If high DPI is required for parts of the document, keeping the rest of the document at low DPI will require either enlarging the low quality parts or shrinking the high quality parts.
With your method, you will either end up with a low-quality document or a large document with both blurry and sharp parts.

Damn, your dumb. Scanning old documents (typewriter print) will create the layers. Some separate characters from backgrouds of different color. A scanner can't tell the difference if one typewriter character should be in the same layer as another of a different shade. PDF layers are different than Adobe layers. We should criticize Obama for many things. But this just an act of desperation. Sad and pathetic. Any graphics illustrator will tell you this. I will send proof upon request.

Such software lifts up solid dark shapes that can be recognized as characters. That is why the 'K' in Kansas is left in the background because it's not solid enough. Take the very PDF posted on the White House website. Open it in photoshop and save as jpeg (flat, no layers.) Then open the jpeg in Acrobat and save it with compression on as a pdf. Open resulting PDF in Illustrator and guess what? You get the exact same "layers." There's nothing mysterious about it--it's how acrobat attempts to save disk space by using different compression algorithms on different parts of the document.

It is NOT OCR. There was no OCR done to the Obama birth certificate .PDF.
What happened is COMPLETELY DIFFERENT from OCR. Adobe Acrobat Professional (“Pro”) 6 and later include a module (formerly a separate product) called Adobe Paper Capture (neé Acrobat Capture). You can add this to Adobe Acrobat Pro 5 with a free download.
The Capture module adds several commands including OCR, but one in particular is called “Optimize Scanned PDF.” This is NOT OCR, and is NOT the regular optimize!

As a Graphic Designer I know Illustrator rather well, I was blown away when I saw this doc in it. Besides the Layers never having been merged, the properties of the document verify that it was "made" not scanned. Anyone who doubts the theory can simply download a copy from the gov.com site and then check the properties when compared to an actual scanned copy of a document. My argument here is simple, it was created not scanned.

Running Optical Character Recognition (OCR) on a document will produce layers of "text data" from an image. OCR is sometimes used to make an old book digitally searchable.

Wouldn't it just be easier to scan the entire document at 2400 DPI?
If high DPI is required for parts of the document, keeping the rest of the document at low DPI will require either enlarging the low quality parts or shrinking the high quality parts.
With your method, you will either end up with a low-quality document or a large document with both blurry and sharp parts.

Those layers are produced by using OCR software. But using OCR software would be completely idiotic when putting out a copy of a document to prove it exists and that it is for real. One would scan it as one scans any non text photographic image; as one layer. The fact that OCR was used at all makes this stink. There must be a reason why it was done this way. Perhaps they are still working on creating the 'original document', artificially aging it and removing other evidence. Buying time?

Even the word "African" was not used in 1961 to describe a race. Find one example from 1961. Look at the 1,000's coming from various parts of the globe and see what they used to describe race. Damn, your dumb. Scanning old documents (typewriter print) will create the layers. Some separate characters from backgrouds of different color. A scanner can't tell the difference if one typewriter character should be in the same layer as another of a different shade. PDF layers are different than Adobe layers. We should criticize Obama for many things. But this just an act of desperation. Sad and pathetic. Any graphics illustrator will tell you this. I will send proof upon request.

@qigong1001 As a computer scientist and photographer, I confirm that these 'layers' are obviously formed by automatic scanning software. Such software lifts up solid dark shapes that can be recognized as characters. That is why the 'K' in Kansas is left in the background because it's not solid enough. Same applies for parts of the right date stamp (which is identical to the left one): Although 'AUG' is solid enough, the top of the letters are on a line of the form, and can not be recognized.
