Syria lacks the military strength to face of directly against Israel. There military is ill equipped and all attempt to get modern weaponry from Russia or China has been blocked by the United States. Which explains why a secular regime would take risks using proxy Islamic groups like Hezbollah in Lebanon and Hamas in Gaza Strip to fight Israel. However these groups popularity has eclipsed the Syrian dictator's.
