This video says the only way to kill the guy in the tower is with an airstrike, but you can shoot them too if you see a bit of them hanging outside the building or just shoot randomly up there. I figured out a guy was up there the first time i was killed since i saw bullets coming from up there.

what i do is with an controller choose support and the other one scout. take the support and kill the scout and pick up the springfield and then go perform the glitch. then when you get up there disconnect the controller thats controlling the scout so you go back to single player. then youll be alone, unseen with a 30.cal and a springfield and infinite ammo.
