The counter techniques are defined as techniques that counter a technique. Simply because this is one of the techniques in the ura waza section of the koryu dai goh it doesn't make it an ura technique in itself. If the ura waza sections of the kata teach us anything it's that ura is the application of ANY technique through movement in order to counter another technique
