save game before you will try put collar to some man - and set him / her to P. Falls. - it is just some coincidence - he / she can be killed on way to there - so is better if you let to your slave some weapon / armour or you will kill some nearest creatures what can attack your slave.

its called a mesmatron and you get it when you go to paradise falls for the first time and the guy at the gate (cant remember his name) and you agree to slave four people and he gives it you
