So even at that rate people who stupidly choose to park in Westminster, are being heavily subsidised by Westminster residents. Also there is no such thing as road tax, it was abolished in 1930's. You have such a sense of entitlement that you 're even complaining about paying to buy your vehicle! Typical freeloading driver. Public transport in Westminster is 24 hour. Cycling & walking are free.
