Ah, the days when not everyone on the planet wasn't a victim, someone in need of an excuse for all their problems, and when people could see comedy for what it was and didn't phone the BBC and claim they are outraged and offended at a TV show they never actually watched, but read about 3 weeks later in the Daily Mail.

If a fictional character like the major has certain qualities that some may find offensive, I see absolutely no reason why that shouldn't be exploited for the sake of comedy. In this context it should definitely not be taken seriously, as it seems to be taking the piss out of casual racism.
People just use the race card at any chance they can to try to get pity and a bit of limelight for themselves. I think people are getting wise to the same old "racists" accusations now. Its about bloody time too.
