Ok here's the way i see it:

Stacy: He wanted her back, but he wasn't thinking about the consequences of having her back.

Cameron: She kissed him, but he kissed back. Seemed like he was just thinking "well, i'm already here". Plus, he doesnt love her that way

Cuddy: He kissed her to the point where he lifted her off her feet. True passion. Sure it was rather sloppy but it was very passionate. He stopped cause he was afraid of ruining it by jumping into a relationship without thinking it through.
