For many years I've believed that if the Germans had used better judgment and allowed the Ukraine, Latvia, Lithuania and Estonia some form of independant freedoms (like the "Vichy French") they would have had far less logistical problems and could have utilized the labor of these territories to better feed and clothe the Reich and their occupied "friendly" territories.
