It doesn't say anywhere in the bible that deaf people cannot accept Jesus Christ because they are not " hearers". Remember John 3:16 which says
"For YAHWEH(God) so loved the world That He gave His only begotten Son (Jesus),That EVERYONE believing into Him(Jesus) should not perish, but have everlasting Life" It means everyone. No one is excluded. (note : in King James John 3:16 says "whosoever" means anyone too)
Many hearing and deaf people have received Jesus Christ as their Saviour through reading tracts , reading the bible or someone told them directly. They did not put their ears on the Bible or tracts to hear it. They simply read it and heard it (understood )

I believe, the medicinization of deafness in the New Testament is due to Hellenistic influence prevalent among Jewish people at that time from the Roman occupation. It was the Greek, who introduced the science of medicine and the Platonic ideal of perfectionism. The doctrine of Christianity is heavily from Apostle Paul. He is a Jew, growing up in the Hellenistic culture outside of Palestine. Paul wanted to emphasize that Jesus is God's Son and needed miracles to prove his Gottheit.
I have noticed the divergent views on deafness in the Old and New Testaments. My quoting Exodus 4.10 and subsequent verses, including the part of Aaron as interpreter, had shocked many deaf persons, for they never have heard any mention of this story in their Bible classes. Catholics heard the Effeta story in Mark 7 much more often with the remark, everyone in the heaven will hear and sing with the angels, etc. Grass audism in the religion classes! (to be continued)

Hearers simply means you heard the message ( not with your ears) and Doers means you heard the message and did it.
Doers is like , for example, Your boss gave you instructions AND expected you to do it. You HEARD what he said and you DID it.
