While it is true that you should never touch metal container that has been cooled to liquid nitrogen temps, you can touch liquid nitrogen directly if done for only 1 sec or less due to the Leidenfrost Effect as a thin film of gas forming around your fingers protecting from the very cold liquid but only for a very short time..
There is no such thing as "medical grade" liquid nitrogen. Ted must have been thinking of the Nitrous Oxide used as an Anesthetic in surgery and dentistry and cream whippers with denatured Nitrous Oxide used as an oxidizer in hybrid rocket engines and racing cars.
