This is simply the copy/paste feature from windows, morron! This has nothing to do with WP7. The emulator, which is a windows app, simply uses the windows keyboard as input device.
Interesting. There's a lot of weird things with the emulator that contradict what MS told us, but maybe the emulator just wants to make developers lives easier.
