actually, I think there are three things that factor in to that amount of damage:

1)Regular strength of super

2)counter damage

3)if they were ducking, extra damage(like third strike does)

but even then I doubt it would normally go past a third in a single move, without a combo to link from! This is just exaggerated, 'gief ultra on a sliver of health does that much damage!

That was a Counter hit Super. That explains the high damage. Then again, supers are HIGHLY underestimated in SFIV. The main thing with them is that Supers always take the same amount of damage, whereas Ultra is based on your health, and your opponents health.
