I can't tell what kind of grass that is, so I don't want to get involved in discussing what the optimal cutting height is. But what I CAN tell you, is that no matter what, you're not supposed to cut more than 1/3 the length of the grass because all the parts of the blade that do the photosythesis and keep the grass alive are on the top half, if you cut it down that low (or scalp like he's doing) you're not giving the lawn a good chance to grow back healthy.

Just a thought. Reel push mowers work best by only taking grass down in increments. Grass is healthiest at a height of about 3".

your right but if he doesent mow his yard every other day he is cutting the grass off at the stem insted of cutting the blade there for scalping the grass so if he wants to have 1/2in to 1in grass he will need to keep it within 1in of the desiered length or he will scalp the grass every time
