Owens and Thurman did work on ss 1st season but not this cartoon.Thurman's voice is a little deeper than Owens.But they did together on a ss snippet called the man from alphabet with Owens as the main character,and Thurman as digby dropout's sidekick Dunce.But,Thurman did a voiceover of the bloodhound on TMFA in which his cliche"I can't read,Im a dog!" started on many ss shorts as as dog voiceovers.

good guess,but no cigar.The guy voiced in it was jim Thurman who passed away last April.RIP Jim Thurman(1935-2007)

Actually the last line sounds a lot like him, but before then it sounds more like Owens. Perhaps they both worked on this cartoon.

Wow, that IS a pretty good copy of the clip...BTW, it's been around since Season 1; the same cartoon appears in my copy of Episode 54.
